Cooperation on cross-border groundwater management

Within the framework of the Intergovernmental Program signed by the United Nations Educational, Scientific and Cultural Organization (UNESCO) with Vietnam, UNESCO has provided specific support to Vietnam, especially in the project "Groundwater resources in the Greater Mekong Subregion: Collaborative management to enhance climate resilience”.

In the coming time, UNESCO will cooperate with the Department of Water Resources Management, Ministry of Natural Resources and Environment of Vietnam to continue promoting the implementation of this project and initiative.

In addition, the International Union for Conservation of Nature (IUCN) and UNESCO also act as the implementing agency of the project "Strengthening the sustainability of the Cambodia-Mekong Delta Transboundary Aquifers". sponsored by GEF.

It is known that the project "Strengthening the sustainability of the Cambodia - Mekong Delta Transboundary Aquifers" consists of 5 components: collaborative science-based assessment of groundwater dynamics and impacts on ecosystems and livelihoods; pilot solutions to improve transboundary groundwater management, with the expected outcome being a pilot demonstration of innovative groundwater management and use to improve groundwater recharge, reduce groundwater extraction, ecosystem/livelihood balance; cross-border cooperation mechanism with expected results of harmonized design of groundwater monitoring networks and processes; develop agreements on mechanisms and procedures for exchanging groundwater data; design a permanent cross-border consultation and coordination body; joint strategy and action plan with expected results as the establishment of a special inter-ministerial committee; build a long-term vision; institutional strengthening, improved participation, gender mainstreaming, monitoring and coordination with the intended outcome of structured capacity building in groundwater management for decision makers and stakeholders.

In order to effectively implement the above projects, Mr. Ngo Manh Ha - Deputy Director of the Department of Water Resources Management suggested that projects related to water resources in Vietnam must have clear products and coherently, effectively serving the management of water resources, in accordance with the provisions of law of Vietnam.

In 2023, international cooperation in water resources management has been vigorously implemented. Water resources management units have closely deployed their functions, tasks, and regulations on global integration and multilateral diplomacy to complete assigned tasks, successfully promoting international cooperation in management and using water resources sustainably and effectively.

In October 2023, the National Assembly's Science, Technology and Environment Committee on coordination with the Ministry of Natural Resources and Environment organized a consultative workshop in Da Nang city to collect comments and recommendations on the revised Law on Water Resources. Vice Chairwoman of the NA Committee for Science, Technology and Environment Nguyen Thi Le Thuy and Director of the Department of Water Resources Management Chau Tran Vinh co-chaired the workshop.
