Strategy for the development of survey and mapping until 2045

By 2045, Viet Nam's surveying and mapping sector will become a modern basic survey sector, on a par with developed countries. That is the goal in the Strategy on development of surveying and mapping sector in Viet Nam and build the national geospatial data infrastructure by 2030, with a vision to 2045, which has just been approved by the Government in Resolution No. /NQ-CP.

Mastering modern technology

The strategy sets a target that by 2045, Viet Nam will master 80% of modern and advanced mapping technologies; develop the national geospatial data infrastructure to ensure the creation, maintenance and enhancement of the value of information, data, surveying and cartographic products, meeting the requirements of geospatial data of the whole society, serving the tasks of national defense, security, digital government, digital economy, digital society; join and connect to the global geospatial data infrastructure network.

Accordingly, Viet Nam has determined to develop the national geospatial data infrastructure as an important and fundamental foundation, providing geospatial data services for industries and fields to meet state management requirements, serve digital transformation, build e-Government, towards digital government, digital economy, digital society and smart city.

In the coming period, Viet Nam will give priority to investment in surveying and mapping tasks for socio-economic development planning; natural disaster prevention and control and rescue; overcome environmental problems, respond to climate change; ensure national defense and security; research, application and development of surveying and mapping technology in an advanced and modern direction.

In the immediate future, by 2030, perfecting institutions, policies and laws on surveying and cartography; build and update the national geographic database and national topographic map system synchronously and uniformly throughout the country on the mainland, sea and islands of Viet Nam, ensuring that they are fully updated, accurately and promptly meet state management requirements of ministries, branches and localities, serving socio-economic development, ensuring national defense and security, natural disaster prevention and response to climate change.

Building and completing the measurement infrastructure including: national coordinate network, national satellite positioning station network, national altitude network, national gravity network, geoid model to establish the system national reference and spatial coordinate system unified on land and at sea.

Building and managing the national spatial data infrastructure to ensure the integration and sharing of geospatial data among agencies and departments, between the central and local governments in service of e-Government development, orientation to digital government, digital economy, digital society; join and connect to the regional geospatial data infrastructure network. Ensure 100% of geospatial data is connected and shared nationwide to provide information and public services to organizations and individuals.

Synchronized solution

In the Strategy, the Government of Viet Nam identifies 10 key groups of tasks and solutions. Specifically, prioritizing perfecting institutions, policies and laws on surveying and cartography; Develop and complete a system of standards and technical regulations on data, surveying and mapping products to ensure synchronization, accuracy, and convenience for common use.

At the same time, Viet Nam will focus on completing and publishing data of national measurement networks; Building and updating the national geographic database; Surveying, establishing specialized maps; Building national geospatial data infrastructure.

On the basis of constantly innovating the management, improving the efficiency of exploitation and use of information, data, surveying and cartographic products; promote research and application and development of technology, international cooperation in surveying and cartography; Training and fostering human resources to meet the development of the surveying and cartography industry; Renovating the mechanism for implementing surveying and mapping tasks; innovating, building economic - technical norms

In the coming time, Viet Nam will review, develop and complete a system of standards and technical regulations on surveying and cartography to approach international standards; develop standards and technical regulations on geospatial data and metadata; method standards, process standards, service standards. At the same time, build and update the national geographic database and national topographic maps covering the mainland, islands and archipelagoes; build and update the national geographic database and topographic map of the seabed in the waters of Viet Nam; building and updating the database of place names in service of mapping.

Building the Vietnam Geospatial Portal following the model of a geospatial data center to ensure the link and unified management of geospatial databases through access addresses on the Internet; capable of connecting and synchronizing with the National Data Portal; develop data services through the Vietnam Geospatial Portal; creating institutions, renovating the mechanism for implementing surveying and cartographic tasks, creating a favorable environment for businesses to innovate, create, and provide products and solutions for geodesy and cartography towards the Digital economy, digital society...
