On November 14, Deputy Prime Minister Le Van Thanh signed Resolution 150/NQ-CP promulgating the Plan on finalization of the Land Law (amended) project.
The Government requested to focus resources on completing the Land Law (amended) project and submitting it to the National Assembly for consideration and approval, ensuring the progress and quality of the Law project, specifying the responsibilities of relevant agencies.
The Government assigns ministries to assume the prime responsibility for, and coordinate in, proposing amendments and supplements to legal documents related to land law; develop Decrees detailing the implementation of the Land Law.
In which, the Ministry of Natural Resources and Environment submitted to the Government for promulgation in April 2024: Decree detailing the implementation of the Land Law; Decree on sanctioning administrative violations in the field of land. The Ministry of Finance shall submit to the Government for promulgation in April 2024 the Decree on collection of land use levy and land rent. In addition, assigning ministries and branches to perform service tasks at the 5th and 6th sessions of the 15th National Assembly.
The Government concurrently assigns the Ministry of Natural Resources and Environment to coordinate with relevant ministries and branches in formulating a draft Resolution of the National Assembly Standing Committee on organizing the collection of people's opinions on the draft Land Law. (Revision). Submit to the Government before November 25, 2022, to the Standing Economic Committee before December 1, 2022.
The Government concurrently assigns the Ministry of Natural Resources and Environment to coordinate with relevant ministries and branches in formulating a draft Resolution of the National Assembly Standing Committee on organizing the collection of people's opinions on the draft Land Law (amended). Submit to the Government before November 25, 2022, to the Standing Economic Committee before December 1, 2022.
According to the plan, in November 2022, the Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with relevant ministries and branches in, developing content to collect people's opinions on the draft Land Law (amended). From December 2022 to January 2023, the Government Portal and the Ministry of Natural Resources and Environment's Portal published the draft Land Law (amended) for public comments.
From January to February 2023, the Ministry of Natural Resources and Environment, relevant ministries and branches and the People's Committees of provinces and cities held conferences, seminars, and seminars to collect people's opinions on the draft Land Law (amended) (according to the National Assembly's Plan).
The Ministry of Natural Resources and Environment shall assume the prime responsibility for synthesizing and developing a report on the reception and explanation of people's comments on the draft Land Law (amended). This report on acceptance and explanation shall be submitted to the Government before March 10, 2023, and sent to the Standing Economic Committee before April 1, 2023.
