Adopt the Ha Long Declaration on early action in disaster management in the ASEAN region

On October 12, the 11th ASEAN Ministerial Meeting on Disaster Management (AMMDM) adopted the Ha Long Declaration in Early Action in ASEAN Disaster Management with high approval from member countries.

The Ha Long Declaration was proposed by Viet Nam and created a mark for our country in the year of carrying out its duties as Chairman of the ASEAN Committee on Natural Disaster Management.

The statement clearly states: 2023 marks the 20th anniversary of the establishment of the ASEAN Committee on Natural Disaster Management, but long before that, ASEAN has focused and put a lot of enthusiasm and resources into this cooperation. ASEAN countries, with the spirit of solidarity, strengthen strategic trust, and sincerely cooperate in the spirit of equality, mutual respect, and mutual benefit.

The Declaration aims to strengthen the implementation of Early Action in Disaster Management in the ASEAN region, recommending that Ministers continue to further emphasize the importance of strengthening the disaster risk management system to deliver effective early action, especially in implementing the three main pillars of the ASEAN Framework for Early Action in Disaster Management, including: Pillar on improving disaster risk information, forecasting and warning systems early; Pillar on enhancing planning, operations and implementation of early actions in disaster prevention and response and Pillar on promoting pre-arranged financial resources for successful implementation of early actions in management natural disaster.

Within the framework of the 11th ASEAN Ministerial Conference on Natural Disaster Management, ASEAN and dialogue partners also developed and approved the ASEAN Framework for Early Action in Natural Disaster Management to orient and implement initiatives. Initiative and support for early action based on forecasts and warnings, accelerating ASEAN's efforts in building a self-reliant and resilient ASEAN Community, aiming to become a leading mechanism in managing natural disasters.
