Get opinions of Vietnamese residing abroad on Land Law

At the 18th session of the National Assembly Standing Committee (December 13), the National Assembly's Economic Committee proposed to stipulate that the subjects for consultation on the Draft Land Law (amended) include “all classes of people in the country and Vietnamese people residing abroad”.

Chairman of the Economic Committee of the National Assembly Vu Hong Thanh said that the Land Law is a difficult and complicated law, affecting most industries, fields and subjects in society. Therefore, the collection of people's opinions will be an important practical basis for continuing to study and perfect the draft Law before submitting it to the National Assembly for a second opinion at the 5th session (May 2023).

The agency also proposed a time for consultation from January 3, 2023 to March 15, 2023, the subjects for consultation include "all classes of people in the country and Vietnamese people residing abroad".

The consultation of Vietnamese residing abroad needs to be clarified more clearly about the focal agency to organize the collection and reception of opinions, the form of consultation, the method of information and communication to the people so that overseas Vietnamese can access the draft Law and related documents.

Accordingly, the Government will collect people's opinions on the entire draft Law and issues related to people's legitimate rights and interests that are of public interest, with 12 key contents. The purpose of organizing the people's opinion is to promote the people's ownership, intelligence and enthusiasm in participating in the formulation of the Land Law (amended); create consensus of the people, express the will and aspirations of the people in amending the Land Law. At the same time, raise awareness and responsibility of each individual, agency and organization for the amendment of the Land Law and the organization of law enforcement.

National Assembly Chairman Vuong Dinh Hue emphasized that the organization of the people's opinion poll is an important political and legal event that must be conducted widely, democratically, scientifically, seriously, substantively and objectively; create favorable conditions for all classes of people to participate in giving comments.

The overall objective of the Plan is to contribute directly to the goals of sustainable agricultural and rural development, the goals of reducing greenhouse gas emissions and adapting to climate change, and conserving biodiversity, sustainable forest management, transition to green economy, circular economy; promote sustainable livelihoods for local people and communities, ensure food security and protect the environment, thereby delivering on the commitments of the Glasgow Declaration.

On 24 August 2023, Deputy Prime Minister Tran Luu Quang signed Decision No. 993/QD-TTg approving the national plan to implement the Glasgow Declaration on forests and land use until 2030. The overall objective of the Plan is to contribute directly to the goals of sustainable agricultural and rural development, the goals of reducing greenhouse gas emissions and adapting to climate change, and conserving biodiversity, sustainable forest management, transition to green economy, circular economy; promote sustainable livelihoods for local people and communities, ensure food security and protect the environment in order to implement commitments of the Glasgow Declaration.
