Finalization of the application for the Land Law Project before April 1, 2023

The Ministry of Natural Resources and Environment has just announced the organization to collect people's opinions on the draft Land Law (amended). People can directly comment on the website: luatdatdai.monre.gov.vn from January 3 to March 15, 2023.

Regarding the content of consultation, the Ministry of Natural Resources and Environment determined: For all classes of people in the country and overseas Vietnamese, it will be consulted on: Cases of land recovery for socio-economic development for national and public interests; order and procedures for land recovery, grant of certificates of land use rights and ownership of houses and other land-attached assets; regulations on compensation, support and resettlement; expand the limit for receiving the transfer of agricultural land use rights of households and individuals; expanding the recipients of the right to use land for rice cultivation; authority to settle land disputes; land policy towards ethnic minorities.

With enterprises, cooperatives, business households and economic organizations, consult on issues such as: regulations on land lease; regulations on compensation and support when the State recovers land; auctions of land use rights, bidding for projects using land...

With central and local state agencies, the Ministry of Natural Resources and Environment collects opinions on: Authority to allocate land, lease land, permit change of land use purpose; land users, land-using households; bases, competence, order and procedures for formulation and adjustment of master plans and plans on land use; Land policy towards ethnic minorities...

Contents of consultation with experts and scientists focus on: Scope of regulation; word interpretation; contents of master plans and plans on land use; the permission to transfer, mortgage the lease right in the land lease contract with annual payment; the regime of using multi-purpose land, land for construction of underground and aerial works; principles of land price determination, land price list, specific land price.

According to the plan, the Ministry of Natural Resources and Environment will summarize the results of collecting people's opinions on the draft Land Law (amended) to submit to the Government, completing the dossier of the Land Law project before April January, 2023.

The Institute for Legislative Studies (under The Standing Committee of the National Assembly), in collaboration with the Lam Dong Provincial National Assembly Delegation, has just organized a workshop with the theme "International experience in finance and land planning".

The overall objective of the Plan is to contribute directly to the goals of sustainable agricultural and rural development, the goals of reducing greenhouse gas emissions and adapting to climate change, and conserving biodiversity, sustainable forest management, transition to green economy, circular economy; promote sustainable livelihoods for local people and communities, ensure food security and protect the environment, thereby delivering on the commitments of the Glasgow Declaration.

On 24 August 2023, Deputy Prime Minister Tran Luu Quang signed Decision No. 993/QD-TTg approving the national plan to implement the Glasgow Declaration on forests and land use until 2030. The overall objective of the Plan is to contribute directly to the goals of sustainable agricultural and rural development, the goals of reducing greenhouse gas emissions and adapting to climate change, and conserving biodiversity, sustainable forest management, transition to green economy, circular economy; promote sustainable livelihoods for local people and communities, ensure food security and protect the environment in order to implement commitments of the Glasgow Declaration.
